NOTICE OF RACE
Venue
The Dutch Open Championship 2013 in the windsurfing discipline Speed will be held at strand Horst in the Netherlands. The race will be held during one day and one leg. If in the given weekend the minimum average speed is being reached (see Scoring), the winners are known and will be called Dutch Champions. As we aim to sail in high wind the final call can be made at the latest one day in advance of the race. The race director will call a racing day at the first suitable forecast to reach the required minimum average speed. If the minimum speed won’t be reached, despite the promising forecast, the stand-by period will be prolonged up until the moment the minimum speed has been reached during a stand-by weekend. Warnings to announce a potential racing weekend will be sent to all competitors at least three days before the proposed Championship weekend.

The championship will be held during one weekend day. The winners of the given weekend day meeting the requirements set in advance will be the Dutch Speed Champions of 2013.

Organisation authority
The organisation authority consists of Surfclub Gooimeer in conjunction with the Watersportverbond, Stichting GPS-speedsurfing and NVW.
Rules
The regatta will be governed by the ISAF Racing Rules of Sailing (RRS) including Appendix B, the prescriptions of the Watersportverbond, the Notice of Race and the Sailing instructions.
Classes and divisions
The Open Dutch Championship is open for the following divisions:
- Male
- Female
Dutch competitors shall have a valid licence of the Watersportverbond.
A minimum of 16 inscribed competitors are required for a valid event.
A minimum of 8 competitors are required to constitute a division.
Entree fee
The entree fee for inscription will the amount that has to be paid to the NVW. The entry fee needs to be paid at the fisrt racing day.
Registration
Competitors shall register for the event on the racing day.
If the required minimum number of competitors isn’t reached during a day that has been announced as potential Dutch Championship day, no Dutch Championship will be held.
Measurement
Competitors shall use their own GPS equipment.
The current allowed gps-equipment is: Locosys Navi GT31 with the most recent firmware and appropriate settings.
Sailing instructions
The sailing instructions will be available at the registration office at time of registration.
Racing schedule
First possible start 12.00 hrs.
Last possible start/finish is depending on the daylight available for a safe return.
Any alterations will be announced a.s.a.p. via the websites or on the location.
Discipline
The discipline for the Dutch Championships will be Speed, measured by GPS.
Scoring
The rider with the highest 5x10 second GPS speed during the first possible day meeting the requirements set in this document, will be called Dutch Champion. The second fastest is number two etc.
A day is valid if one rider reaches an average speed of 75 km or higher and 5 riders reach a speed of 70 km or higher.
Prizes
Winners of the overall scoring will be awarded “Dutch Champion Speed 2012”, provided the division “women” has eight or more competitors, and “men” has sixteen or more competitors. They will receive the “Watersportverbond pennant” and a medal.
For each division applies:
1 - 4 competitors 1 prize
5 - 7 competitors 2 prizes
8 or more competitors 3 prizes.
Rights to use name and likeness
In participating with this championship, a competitor automatically grants the Organising Authority and the sponsor of the Event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, live and still pictures, tapes or films for television and other reproductions of him/her during the period of the competition in which the competitor participates and all material related to the event without compensation
Drug testing
Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.
Liability
Competitors participate in the event entirely at their own risk, see RRS 4 - Decision to Race. The organising authority or any of their officials or representatives or the sponsors or their officials or representatives will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the event.
The use of helmets and impact vests is strongly recommended.
Insurance
For every competitor at least a valid third-party liability insurance shall exist with a minimum cover of
€ 500.000,-- per event or the equivalent in the currency of the country of registration of the competitor.
