I had the same issue. I was able to get it talking by reconfiguring the COM port in Device Manager (Win + X -> Devcie Manager). There you will find COM Ports and can reconfigure the USB-to-Serial device. It is weird, becasue the COM ports offered by NaviLink are in use. Not great, but at least a littel bit. I had to manually configure to COM3, because GT31Upadter only offered this port to me :-( On Windos 7 same behavior
